Human-rights based approach: transparency and access to information

This indicator measures the proportion of surveyed individuals from target groups who express satisfaction with how project information is provided—specifically its accessibility, availability, and clarity. It reflects the project’s transparency and adherence to the Human Rights-Based Approach (HRBA) principle of access to information.

Data is collected through standardized perception surveys, administered consistently across projects using the same methodology and questionnaire. One-shot surveys should be conducted at the end of each project. The FMO will provide training and guidance on survey administration, including sampling methods.

The sample survey question is: "How satisfied are you with the accessibility, availability, and clarity of information provided about the project?". Reponse options are: Very satisfied / Satisfied / Neutral / Dissatisfied / Very dissatisfied.

Responses of “Very satisfied” and “Satisfied” are considered positive.

The calculation method is as follows:

(Total number of respondents who report being satisfied / Total number of respondents) x 100

Each Project Promoter should report both the numerator and the denominator to the PO/FO. The PO/FO will then aggregate all project-level numerators and denominators to calculate the overall percentage. This step is essential, as percentages cannot be averaged across projects without disproportionately weighting smaller projects. When reporting to the FMO, the PO/FO will only be required to submit the final aggregated percentage.

As much as possible, data should be disaggregated by self-identified gender using non-binary options: female / male / other / prefer not to say. Please see the Guidance on the use of the core indicators library.
