Human-rights based approach: Accountability and the rule of law
This indicator measures the proportion of surveyed individuals from the target groups who report an increase in their trust in accountability or grievance mechanisms as a result of the supported interventions. It captures changes in perception regarding the fairness, accessibility, responsiveness, and effectiveness of these mechanisms.
Data is collected through standardized perception surveys, administered consistently across projects using the same methodology and questionnaire. One-shot surveys should be conducted at the end of each project. The FMO will provide training and guidance on survey administration, including sampling methods.
The sample survey question is: "Compared to before the project, how has your level of trust in the accountability or grievance mechanisms changed?". Reponse options are: Increased / Stayed the same / Decreased / Don’t know / Prefer not to say
Responses of “Increased” are considered positive.
The calculation method is as follows:
(Total number of respondents who report their views were meaningfully considered / Total number of respondents) x 100
Each Project Promoter should report both the numerator and the denominator to the PO/FO. The PO/FO will then aggregate all project-level numerators and denominators to calculate the overall percentage. This step is essential, as percentages cannot be averaged across projects without disproportionately weighting smaller projects. When reporting to the FMO, the PO/FO will only be required to submit the final aggregated percentage.
As much as possible, data should be disaggregated by self-identified gender using non-binary options: female / male / other / prefer not to say. Please see the Guidance on the use of the core indicators library.
