Human-rights based approach: Applying all human rights for all
This indicator measures the total number of newly developed or revised official documents—such as policies, programmes, or strategies—that explicitly reference, align with, or integrate international or European human rights standards (e.g., UN treaties, the European Convention on Human Rights) or core human rights principles (e.g., participation, accountability, non-discrimination, transparency, and empowerment). It reflects the extent to which human rights norms are being mainstreamed into institutional planning and governance frameworks.
This indicator can be customised by topic or target group. E.g.: Number of new or improved policy, programme, or strategy documents that incorporate international/European human rights standards or principles related to the rights of LGBTIQ+ persons.
