Definition and Methodology
This indicator captures the total number of formally filed complaints or legal cases alleging discrimination against Roma individuals or communities by supported public administrations or their representatives. Discrimination may be related to access to public services, treatment by staff, administrative decisions, or institutional practices that result in unequal or unfair treatment based on Roma identity.
Only cases formally submitted to recognized bodies—such as equality bodies, ombudspersons, national human rights institutions, courts, or official internal complaint mechanisms—are counted. Informal reports or anecdotal accounts are not included.
The indicator reflects instances reported during the Grants period and helps assess the extent to which Roma experience discriminatory treatment within the operations of public authorities receiving support through the programme.
