Definition and Methodology
Total number of emergency response mechanisms or structures that have been either newly established or significantly strengthened to improve preparedness for and response to emergencies, crises, or disasters at the national, regional, or local level.
Established refers to mechanisms that have been newly created and are formally operational. These mechanisms should have clearly defined objectives, governance structures, roles and responsibilities, and active participation from relevant stakeholders.
Strengthened refers to existing mechanisms that have been improved in one or more of the following areas: effectiveness, efficiency, inclusivity, coordination, governance, decision-making processes, resource allocation, or overall impact. Strengthening may result from actions such as capacity-building, institutional or policy reforms, improved stakeholder engagement, development of standard operating procedures, or enhanced operational and coordination frameworks.
Only mechanisms that are active and demonstrate a functional role in emergency preparedness or response should be counted.
