Definition and Methodology
This indicator measures the total number of formal actions—such as reforms, internal policies, court strategies, or innovation initiatives—that have been initiated, led, or officially endorsed by judicial leadership (e.g., court presidents, judicial councils, chief justices) within the supported jurisdictions. These actions must aim to enhance one or more of the following:
a. Judicial integrity (e.g., anti-corruption measures, codes of conduct);
b. Quality of justice (e.g., improvements in judicial reasoning, judgment publication, training);
c. Efficiency (e.g., case backlog reduction plans, digital case management systems);
d. Equal access to justice (e.g., gender-sensitive protocols, child-friendly court procedures, legal aid policies).
Only formally adopted initiatives that are either in implementation or have documented outcomes (e.g., internal orders, circulars, meeting minutes, strategic plans) are counted under this indicator.
This indicator reflects on the judicial leadership’s proactive role in improving access to justice.
