Definition and Methodology

This indicator tracks the total number of judicial accountability mechanisms—such as complaint bodies, whistleblower mechanisms, ombudsperson office—that have been newly created or significantly improved in terms of functionality and public accessibility in the supported jurisdictions. The focus of these mechanisms is about the handling of the cases. These mechanisms must be operational (i.e. used in practice) and accessible to the public, contributing to greater transparency, integrity, and trust in the judiciary. Functional means that the mechanism regularly meets, reviews cases, and takes action based on clear procedures. Publicly accessible means the mechanism has visible online or physical presence, accepts complaints, and shares outcomes transparently.
