Definition and Methodology
This indicator tracks the total number of formally established or significantly improved national-level coordination structures that are operational and actively facilitating a multi-sectoral response to domestic and gender-based violence (DGBV). These structures may include inter-ministerial committees, national task forces, coordinating councils, or other official bodies mandated to ensure cooperation among key sectors such as justice, police, health, education, and social services. A functional coordination structure is defined as one that meets at least the following criteria:
a. Has a formal mandate or terms of reference endorsed by national authorities;
b. Includes regular participation from all relevant sectors/agencies;
c. Meets on a scheduled basis (e.g., quarterly or more frequently);
d. Demonstrates active coordination (e.g., joint planning, referrals, policy alignment, or shared reporting);
e. Has a designated secretariat or lead agency responsible for coordination;
f. Produces meeting records, action plans, or reports.
"Established" refers to the creation of new coordination structures within the reporting period.
"Enhanced" refers to the strengthening of existing structures through formal mandate revisions, expanded participation, improved frequency or quality of coordination, or demonstrable improvements in multi-sectoral collaboration.
