A case is considered “formally prosecuted” once legal proceedings are officially initiated following an investigation, typically involving the filing of charges in court.

This indicator tracks cases prosecuted within a single calendar year, ensuring consistency and comparability over time. Given that the unit of measurement is 'annual number', this indicator requires a baseline value.
