Definition and Methodology

This indicator measures the total number of hate crime incidents that have been formally recorded by authorities and investigated within the jurisdictions or geographical areas supported by the Grants. Hate crime is understood as defined by the OSCE Office for Democratic Institutions and Human Rights (ODIHR): a criminal offence committed with a bias motive. The indicator includes only those cases that have been both officially registered and subjected to investigation by the competent authorities.
