Definition and Methodology
This indicator refers to the total count of formal complaints submitted by citizens, businesses, CSOs, or other stakeholders regarding the services, processes, or performance of a supported public administration or government body. These complaints may relate to a variety of issues, including on service quality, administrative errors, policy or regulatory concerns, citizen/customer experience, and corruption or misconduct. However, complaints or cases of discrimination do NOT count towards this indicator as another specific indicator measures these.
Only complaints or cases formally filed with relevant authorities (e.g., equality bodies, ombudspersons, courts, or internal complaint mechanisms) count towards this indicator.
