Definition and Methodology

This indicator measures the total number of instances where CSOs have formally proposed or formally commented on draft or existing policies, laws, or regulations at any level of government (national, regional, or local). "Proposed by CSOs" means that a policy, law, or regulation has been initiated or submitted in written form by one or more supported CSOs to a (local) government authority for consideration or adoption. Examples:

- A CSO coalition drafts and submits a proposed environmental regulation to the Ministry of Environment.

- A CSO develops a model law or policy paper formally shared with legislators or public agencies.

"Commented on by CSOs" means that a supported CSO or group of CSOs provides formal, documented input or feedback on a draft or existing policy, law, or regulation through official consultations, written submissions, position papers, or public hearings. Examples:

- A CSO submits written comments on a draft gender equality bill during a public consultation.

- A CSO presents recommendations during a parliamentary hearing or local council meeting.

To avoid double counting, if multiple CSOs comment on the same draft policy, they are still counted once.
