Definition and Methodology

Total number of documented cases in which activists or human rights defenders (HRDs) at risk have received protection and/or support by supported CSOs. It helps reflect the effectiveness of efforts to safeguard individuals advocating for human rights, democracy, climate action or other Programme-related topics and mitigate threats against them.

Each case represents one or more activists or HRDs who have been provided with protection or support.

Protection includes legal assistance, emergency relocation, security measures, temporary shelter, or other interventions to ensure the safety of individuals facing threats, harassment, or persecution. Support encompasses psychosocial counseling, medical care, financial aid, advocacy assistance, relocation support or other resources that help at-risk individuals continue their work or recover from trauma.

The Project Promoters should document cases using a case management system while upholding confidentiality and ethical standards. To prevent double counting, they are strongly encouraged to assign a unique identifier—such as a code or case number—to each supported individual. This approach ensures anonymity, safeguards personal data, and enables accurate tracking. The FMO recognizes that case management databases cannot be shared across organisations and, therefore, acknowledges the possibility of data duplication when the FO aggregates programme-wide data.
