Definition and Methodology
This indicator reflects increased role of CSOs in organising and leading public dialogues and increased role of CSOs in reducing the gap between citizens and government.
Total number of individuals engaging in consultations, dialogues, or discussions with a public decision-making body (such as a government agency, legislative body, or local council) at any level (local or national) on policies, laws, or other governance matters, when the consultation is facilitated by supported CSOs. The forms of participation can vary in intensity, from one-time contributions to sustained involvement in policy development and monitoring processes. These can include:
a. Participation in formal meetings and public hearings organised by the public body where the individuals present their perspectives during scheduled meetings or hearings.
b. Participation of individuals in expert panels or advisory committees where those with relevant expertise advise or provide recommendations on specific issues.
c. Submission of position papers, reports, or formal recommendations on policies, legislation, or development plans.
d. Provision of feedback on draft policies, laws or regulations.
e. Workshops / stakeholder roundtables : The individuals collaborate with other stakeholders and public officials to deliberate on specific issues.
f. Online engagement: The individuals contribute their input through online surveys organised by public bodies. The individuals join online discussions hosted by public decision-makers.
