This indicator tracks the total number of participants—either from the supported entity in the Beneficiary State or an entity in the Donor State—who took part in exchange programmes or study visits between the Donor State and the Beneficiary State, whether in-person or online. Participants are those who completed the exchange.

For in-person exchanges to count towards this indicator, the duration must be at least two working days to be considered an exchange. For online exchanges, the total combined duration of activities must be at least 8 hours to be considered an exchange. These activities can be spread over multiple days.
