Definition and Methodology

Total count of public sector employees from supported public institution who have fully completed at least one training course with Grants support. For instance, for research programmes, this includes post-docs and researchers.

A training course can be defined as multiple structured educational or skill-development sessions over several days (more than one day).

Employees are considered to have "completed" a training course if they have attended and finished all required sessions and met any stipulated requirements (e.g., attendance rate, passing assessments, or receiving a completion certificate). Only courses that are fully completed, not partially attended, count toward this indicator.

This indicator can be customised by training topic or training target group. Examples include:

a. Green transition: Number of public sector employees who have completed training on circular economy practices relevant to public institutions and industry engagement.

b. Research and innovation: Number of public sector employees (e.g. from education or R&D ministries) who have completed training in innovation policy or innovation management in research institutions.

c. Education: Number of public sector employees (e.g. education administrators or teachers) who have completed training in delivering vocational or life skills education for youth employability.

d. Culture: Number of public sector employees who have completed training in cultural heritage preservation, cultural policy, or promoting cultural diversity.

e. Local development: Number of municipal or local government employees who have completed training on governance, strategic planning, or civic participation.

f. Roma inclusion and empowerment: Number of public sector employees or affiliated community mediators who have completed culturally responsive training to support Roma inclusion.

g. Public health: Number of public healthcare providers or public health officials who have completed training in health emergency preparedness and response.

h. Disaster prevention and preparedness: Number of civil protection or emergency management personnel who have completed training in disaster risk reduction and crisis response.

i. DGBV: Number of law enforcement or judicial personnel who have completed training in gender-sensitive prevention of and response to DGBV.

j. Access to justice: Number of judges or court staff who have completed training on judge craft, judicial ethics, or access to justice for vulnerable groups.

k. Correctional services: Number of prison staff or correctional officers who have completed training on offender rehabilitation, reintegration, and rights-based prison management.

l. Serious and organised crime: Number of investigators, prosecutors, or child protection professionals who have completed training in child-friendly procedures aligned with the Barnahus model.

m. Asylum, migration and integration: Number of public sector employees working on asylum or migration who have completed training on rights-based asylum procedures and migrant integration.

The unit of measurement is cumulative number. Avoid double counting: the same individual having completed several training courses should not be counted twice. Students from public institutions do not count towards this indicator as indicator EDU-003 tracks students trained. If your programme targets CSOs, use this indicator CIV-040 instead. If you programme targets Roma individuals, use indicator ROM-008.

If your programme targets women, please use a gender-specific indicator. If not, this indicator should be disaggregated by self-reported gender (in non-binary terms): female / male / other / prefer not to say. Please see the Guidance on the use of the core indicators library.
