Background & Purpose
Core indicators have been a key component of results-based management (RBM) in the Financial Mechanisms 2014-2021, providing a standardised framework for defining and measuring programme outcomes and outputs. When multiple programmes use the same indicators, results can be aggregated, helping to tell the Grants' overall results narrative.
Standardisation
Ensures consistent methodology for data collection and reporting across Programme Operators (POs) and Fund Operators (FOs).
Aggregation
Enables results aggregation across programmes and countries, helping to communicate the Grants' overall impact and achievements.
International Alignment
Aligns with the EU Results Framework (EURF) and follows best practices from major international donors and development agencies.

Application of the Library
The core indicators library is used at two main stages of the programme cycle:
1. Programme Design
The FMO supports Programme Operators and Fund Operators in selecting suitable core indicators for their programme Results Frameworks. An output-by-output and outcome-by-outcome approach is employed to identify appropriate indicators. Where suitable core indicators do not exist, programme-specific indicators are developed with FMO Results and Evaluation (R&E) Unit support. Each programme results framework includes a mix of core and programme-specific indicators, with 2-3 indicators recommended per output and outcome statement.
2. Monitoring and Reporting
Standard indicators enable aggregation of results across programmes and countries, helping to tell the narrative of the Grants' results. Final Programme Reports use core indicators to enhance narrative reporting by substantiating key achievements with quantifiable data. The consistent methodology ensures comparability and enables comprehensive impact assessment.

Understanding Difficulty Levels
Each indicator is assigned a difficulty level based on the complexity of data collection and reporting. This traffic light system helps assess implementation feasibility:
Simple & Straightforward
Data collection and reporting are simple and straightforward. Primarily used for output-level indicators.
Moderate Effort
Data collection and reporting require moderate effort and planning. Balanced approach for many indicators.
Complex Collection
Data collection and reporting are complex. Mostly for outcome-level indicators. Few indicators fall into this category.

Bilateral Indicators
Core bilateral indicators tracked by the FMO through post-project surveys. Requires maintaining up-to-date contact details for Project Promoters and donor project partners.
Civil Society Fund
Indicators specific to the Civil Society Fund (CSF), mapped to pre-defined outcomes and outputs of the CSF Results Framework.
Coding System
Indicator coding system explained for easier reference and navigation throughout the library.
